A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., December 12, 1989.
Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman E. Thomas Messier; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.
Members absent: None.
Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on November 28, 1989, were approved,
On motion by Councilwoman Grahame, seconded by Councilman Messier, voted upon and carried unanimously, the following item was added to the agenda: Emergency Ordinance Readopting and Reenacting Provisions of the City Code Incorporating Current Provisions of the Code of Virginia Dealing with Traffic Laws and Motor Vehicle Operation.
Mayor Shelton reminded Council of the meeting scheduled for December 20, 1989, at the Bedford Station Restaurant for a discussion of the City's Legislative Action Program with Senator Elliot Schewel.
Council concurred to hold a workshop on January 6, 1990, in the Council Chambers beginning at 10:00 a.m. to discuss a memorandum from the Mayor regarding major topics for City Council consideration.
Councilwoman Grahame reported on a meeting of the Council/Library Committee held on November 30. Mrs. Grahame reported that the Library Board is not interested in renovating the yellow stucco building into a library facility. The Library Board's first choice is the renovation of the present site. She reported that the firm of Frantz Chappelaer was the preferred architects for a feasibility study. Discussion ensued. The City Manager is to search the files and contact the Librarian regarding any studies that have been made of the present site.
The City Manager stated that Council had received a memorandum from the Director of Community & Economic Development, requesting on behalf of the City School Board, an appropriation for a rededication plaque for the Bedford Middle School. The low bid for the plaque was from Bob Kinsey Enterprises, Inc., in the amount of $1,289.
Councilman Rice moved that Council appropriate $1,289 from the unappropriated contingency to Account No. 0606106101070001 for the Bedford Middle School rededication plaque. The motion seconded by Councilman Brookshier, and after a brief discussion, voted upon and did not pass:

Council viewed a promotional video tape prepared by Peter Wong & Associates regarding Region 2000.
City Manager Gross stated that Council had before them a copy of an emergency ordinance which readopts and reenacts Section 13-2 of the City Code incorporating by reference current provisions of the Code of Virginia dealing with traffic laws and motor vehicle operation.
The Clerk of Council read aloud the following proposed emergency ordinance:
An ordinance to readopt and reenact Section 13-2 of the City Code incorporating by reference current provisions of the Code of Virginia dealing with traffic laws and motor vehicle operation.
BE IT ORDAINED by the Council of the City of Bedford that:
1. Section 13-2 of the City Code, a copy of which is on file in the City Clerk's Office, is hereby readopted and reenacted (except all references to Title 46.1 of the Code of Virginia shall refer to the applicable provisions of Title 46.2).
2. With respect to sections or provisions of the State Code incorporated by reference in the City Code, Council recognizes any amendments made to such sections or provisions of the State Code by the most recent Session of the General Assembly and hereby expresses the intent and ordains that such amendments to sections or provisions of the State Code incorporated by reference in the City Code shall be included in the City Code verbatim as enacted by the most recent Session of the General Assembly.
3. In order to provide for the usual daily operation of the municipal government, an emergency is deemed to exist, and the Council waives the requirement of posting or publication pursuant to Section 2-30 of the City Code. This ordinance shall be in full force and effect upon one week's publication in the Bedford Bulletin pursuant to Section 19 of the City Charter.
On motion by Councilman Messier, seconded by Councilman Rice, voted upon and carried by the following roll call vote, Council adopted the emergency ordinance as presented:

On motion by Councilman Vest, seconded by Councilman Brookshier, voted upon and carried unanimously by the following roll call vote, Council adjourned into executive session to discuss the policy for extending sewer and water outside the City limits, pursuant to Section 2.1-344(6), Code of Virginia of 1950, as amended:

Council adjourned into executive session at 8:07 p.m. Non-council members attending were: City Manager Gross, City Attorney Berry, and Clerk of the Council Hatcher.
On motion by Councilman Brookshier, seconded by Councilwoman Grahame, voted upon and carried unanimously, Council reconvened into open session at 9:12 p.m.
The Clerk of Council read aloud the following resolution:
Resolution
BE IT RESOLVED that the Council of the City of Bedford hereby certifies that, to the best of each member's knowledge, (1) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (2) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
Councilman Brookshier moved that the resolution be adopted as read. The motion was seconded by Councilwoman Grahame, voted upon and carried unanimously by the following roll call vote:

On motion by Councilman Brookshier, seconded by Councilwoman Grahame, voted upon and carried unanimously, Council adjourned the meeting at 9:13 p.m. until December 20, 1989, at 6:00 p.m. at the Bedford Station Restaurant for purposes of meeting with Senator Schewel regarding the City's Legislative Program.
