City of Bedford, Virginia - At the Peaks of Perfection!

A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., April 10, 1990.

Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman E. Thomas Messier; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.

Members absent: None.

Staff present: City Manager Jack A. Gross, and Clerk of the Council Teresa W. Hatcher.

Staff absent: City Attorney W. W. Berry, IV.

Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.

Mayor Shelton declared that the minutes of a regular Council meeting held on March 27, 1990, were approved as mailed.

Councilman Vest stated that Local Government Day will be observed on May 9, and the seventh grade students will be shadowing City Council members at the regular Council meeting of May 8.

Mayor Shelton stated that if any members of Council were interested in serving on the Virginia Municipal League Policy Committees to contact him concerning submitting their names for nomination.

Mayor Shelton stated that Council had received an invitation from the Bedford Area Chamber of Commerce Board Directors to an informal dinner for both governing bodies before the joint meeting on May 15. It was the consensus of Council to attend the dinner, which will be held at the Chamber office.

Mayor Shelton reported that on April 6, the City Manager, Peyton Otey, the Director of Community and Economic Development, and he went to Richmond and met with Governor Wilder's Chief of Staff, the Secretary of Economic Development, and the Deputy Director of Housing and Community Development regarding the City's two grant applications for housing improvements in the City.

The consent agenda consisted of the following item: Appointment of Mr. H. Randolph Patterson to a four-year term on the City Planning Commission, said term to expire March 31, 1994.

Councilman Brookshier moved that the consent agenda be approved. The motion was seconded by Councilwoman Grahame, voted upon and carried unanimously.

Mr. William M. Davis, of Browning-Ferris Industries, made a presentation regarding the privatization of refuse collection.

Mr. Davis gave a slide presentation and discussion ensued.

Mr. Cindy Sherman, representing the Citizens for Curbside Recycling, presented the Committee's recommendations regarding a pilot area for the curbside recycling program and recycling containers to be used in the program: 1. Recommended area: Section 3, Lake, College, Ashland, Peaks Loop; 2. Recommended containers: covered large containers on wheels.

Discussion ensued.

After discussion, the Committee agreed to the following recommenda-tions: 1. To proceed with the pilot program in the Section 3 area; 2. that the containers will be varied and evaluated through the process.

Vice Mayor Owen moved that Council approve the recommendations of the Citizens for Curbside Recycling Committee for the pilot program. The motion was seconded by Councilman Rice, voted upon and carried unanimously.

Mayor Shelton adjourned the meeting at 9:00 p.m.
