A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., June 26, 1990.
Members present: Mayor G. Michael Shelton; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.
Members absent: Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; and Councilman E. Thomas Messier.
Staff present: City Manager Jack A. Gross and Clerk of the Council Teresa W. Hatcher.
Staff absent: City Attorney W. W. Berry, IV.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on June 12, 1990, were approved as mailed.
On motion by Councilman Rice, seconded by Councilman Vest, voted upon and carried, the following items were added to the agenda:

The Clerk of Council read aloud the following public hearing notice:
NOTICE OF PUBLIC HEARING
Notice is hereby given that, pursuant to Section 22.1-29.1 of the Code of Virginia of 1950, as amended, the City Council of the City of Bedford will hold a public hearing at 7:30 p.m. on June 26, 1990, in the Council Hall of the Municipal Building, for the purpose of receiving the views of citizens on the appointment of members to the City School Board.
Mayor Shelton opened the public hearing at 7:35 p.m.
Mayor Shelton stated that three incumbents on the City School Board have requested reappointment: Mrs. Elizabeth A. Bailey, 846 Col-lege Street; Mrs. Diana Gardner, 728 Vine Street; and Mrs. Molly C. Thompson, 1107 Fairview Drive.
As there were no public comments, Mayor Shelton closed the public hearing at 7:36 p.m.
Mrs. Karen Nuzzo, representing the Garden Club of Bedford, spoke regarding the preservation of the Wharton Memorial Garden, which is behind the Children's Library. Mrs. Nuzzo indicated that the Garden Club would be available for consultation concerning the Garden during the construction of the new library.
The City Manager stated that the Virginia State Library and Archives has informed the City that the Bedford Public Library has been awarded $10,453 in Federal Library Service and Construction Act funds for fiscal year 1990-91.
Councilman Vest moved that Council authorize the City Manager to sign the form for Authorization of Expenditure of Federal Library Services & Construction Act Funds for 1990-91. The motion was seconded by Councilman Rice, voted upon and carried.
The Clerk of Council read aloud the following proposed resolution:
RESOLUTION
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BEDFORD, VIRGINIA, that in order to meet the publication requirements of Section 15.1-504 of the Code of Virginia of 1950, as amended, for holding a public hearing on July 10, 1990, on the proposed issuance of bonds of the City of Bedford, it is hereby determined to be necessary for notice of the public hearing to be published in the Lynchburg News and Daily Advance, which has a general circulation in the City.
Councilman Vest moved that the resolution be adopted. The motion was seconded by Vice Mayor Owen, voted upon and carried by the following roll call vote:

The Clerk of Council read aloud the following ordinance, as the first reading of the ordinance:
ORDINANCE AUTHORIZING THE ISSUANCE OF WATER
AND SEWER BONDS OF THE CITY OF BEDFORD, VIR-
GINIA, IN THE MAXIMUM AMOUNT OF $4,000,000
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BEDFORD, VIRGINIA;
1. It is hereby determined to be necessary and expedient for the City of Bedford, Virginia (the "City"), to construct improvements (the "Project") to the City's sewer system, including, but not limited to improvements to its sewage treatment plant and inflow and infiltration rehabilitation work, and to borrow money for such purpose and issue the City's general obligation bonds therefor.
2. Pursuant to the Constitution and statutes of the Commonwealth of Virginia, including the City Charter and the Public Finance Act, there are hereby authorized to be issued water and sewer bonds of the City in the maximum amount of $4,000,000 to provide funds, together with other available funds, to finance the Project.
3. The bonds shall bear such date or dates, mature without interest at such time or times not exceeding forty years from their dates, be in such denominations and form, be executed in such manner and be sold at such time or times and in such manner, including the sale of one or more separate issues or in combination with the sale of bonds authorized for similar or other purposes, as the Council may hereafter provide by appropriate resolution or resolutions.
4. The bonds shall be general obligations of the City for the payment of principal of and interest on which its full faith and credit shall be irrevocably pledged. In addition, the revenues of the City's water and sewer systems may be pledged thereto.
5. This ordinance shall take effect immediately.
City Manager Gross stated that during the June 12th meeting, Council approved the closing of Bedford Avenue Extension during various district and state ball tournaments in July. Subsequent to that action, the City received a letter from Andy Dooley, Director of the Bedford County Recreation Commission, requesting that the street be closed on two additional dates, July 14 and 15, for a fast-pitch tournament.
Councilman Rice moved that Council approve the closing of Bedford Avenue Extension from the Health Department to the Primary School entrance on July 14 and 15, 1990, from 9:00 a.m. to 9:00 p.m. The motion was seconded by Vice Mayor Owen, voted upon and carried.
Mayor Shelton adjourned the meeting at 7:50 p.m. until July 2, 1990, at 8:00 a.m. for Council's organizational meeting.
