9-11-90 Minutes
A regular meeting of the Council of the City of Bedford, Virginia, was held at the Liberty Lake Park Community Building at 7:30 p.m., September 11, 1990.
Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Vice Mayor John M. Owen, III; and Councilman Ronnie C. Rice.
Members absent: Councilman James A. Vest.
Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on August 28, 1990, were approved as mailed.
Councilman Rice reported that he attended a meeting regarding solid waste at the Virginia Municipal League (VML) Convention.
Mayor Shelton stated that the Virginia Municipal League Convention will be held in Roanoke next year and asked for high participation from members of Council. Councilman Rice suggested that Bedford schedule promotional activities in conjunction with the VML convention next year. Mayor Shelton stated that he would contact Roanoke Mayor Noel Taylor and Laban Johnson concerning this suggestion.
Mayor Shelton stated that City Manager Gross has been appointed as the Fifth Congressional District's delegate to the Governor's Conference on Libraries.
The City Manager stated that a United Way Campaign has been set up in Bedford City and County, using the assistance of the United Way of Central Virginia office in Lynchburg. Mr. Gross requested Council's approval for City employees' voluntary participation in the United Way Campaign 1990. He stated that if an employee chooses to make a donation, he or she would have the option of either making a one-time donation or of participating in a payroll deduction plan. At the present time, only the Sheltered Workshop and the Red Cross have been approved for United Way support. The YMCA is working on satisfying some requirements so that it can also be included under the United Way umbrella. Mr. Gross indicated that Council could provide for a separate contribution to the Bedford YMCA if so designated by a City employee.
Discussion ensued.
On motion by Councilman Rice, seconded by Councilwoman Grahame, voted upon and carried, Council authorized the City Manager to establish a payroll deduction for voluntary contributions by City employees to the United Way and also provide for a separate contribution to the Bedford YMCA if so designated by a City employee.
City Manager Gross stated that the City has recently accepted several streets or portions thereof into its street system. In order to receive payment from the Virginia Department of Transportation for assistance in maintaining these streets, it is necessary for Council to adopt a resolution requesting that the Department of Transportation add for payment those portions of the streets listed in the following proposed resolution:
RESOLUTION
WHEREAS, the City of Bedford has accepted into the City street system the following streets or portions thereof:
Grand Arbre Drive, from Smith Street to end, .34 center line miles and .68 lane miles; Independence Boulevard, from Orange Street to Dawn Drive, .31 center line miles and 1.24 lane miles; Orange Street from Independence Boulevard to 350 feet west, .07 center line miles and .14 lane miles; Dawn Drive from Independence Boulevard to 290 feet west, .05 center line miles and .10 lane miles; Industrial Avenue from original end to the end, .17 center line miles and .34 lane miles.
WHEREAS, the City wishes to receive payment from the Virginia Department of Transportation for assistance in maintaining these streets;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bedford, Virginia, that the City requests that the Virginia Department of Transportation add for payment those portions of the aforementioned streets.
Councilwoman Grahame moved that the resolution be adopted as read. The motion was seconded by Councilman Otey, voted upon and carried by the following roll call vote:
