City of Bedford, Virginia - At the Peaks of Perfection!

A regular meeting of the Council of the City of Bedford, Virginia, was held at the Liberty Lake Park Community Building at 7:30 p.m., October 9, 1990.

Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.

Members absent: None.

Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.

Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.

Mayor Shelton declared that the minutes of a regular Council meeting held on September 25, 1990, were approved as mailed.

Councilwoman Grahame reported that the joint Library Committee met on October 10 and chose eight architectural firms to interview.

Councilman Rice stated that bicycles and skateboards need to be kept out of the Centerfest area.

Councilman Rice stated that Trudy Thaxton asked that Council look at the Tulip Poplar Tree.

Discussion ensued regarding the Bedford County School Board making temporary improvements to the yellow stucco school building for utilization as a gymnasium, at no cost to the City. The City Manager is to provide Council with background information on this.

The City Attorney suggested that Council enter into an agreement with the County School Board for use of the building.

Councilman Brookshier suggested that the area under the tulip Poplar Tree should be mowed. The City Manager stated that he would take care of it.

Mayor Shelton reminded Council that Saturday, October 13, is the Bedford Volunteer Fire Department's Firemen's Fun Day, with a parade, games, and barbecue.

Mayor Shelton stated that Centerfest was a success, and that the Flag Raising Ceremony for the new City of Bedford flag was well attended.

City Manager Gross introduced to Council Ms. Fran Hart, new Parks and Recreation Director.

Mayor Shelton stated that Council had received a copy of an amended resolution regarding the proposed amendments to the State Constitution to permit issuance of pledge bonds for financing transportation improvements.

The Clerk of Council read aloud the following proposed resolution:

 

RESOLUTION

WHEREAS, Virginians will be asked in the November election to approve two amendments to the State Constitution that will permit the issuance of pledge bonds for transportation improvements; and

WHEREAS, pledge bonds would offer the Commonwealth of Virginia the opportunity to accelerate priority transportation projects across the state; and

WHEREAS, The Governor of the Commonwealth of Virginia, The Honorable L. Douglas Wilder, has announced a statewide campaign in support of the Pledge Bond Referendum; and

WHEREAS, the Honorable Mary Sue Terry, Attorney General, the Honorable Donald S. Beyer, Jr., Lieutenant Governor, and Mr. Wyatt B. Durrette, Jr., will serve as co-chairs of a bipartisan committee established for the purposes of garnering support for this new means of financing the Commonwealth's pressing transportation needs; and

WHEREAS, Governor Wilder has asked the City of Bedford to give its consideration to this important effort;

NOW, THEREFORE, BE IT RESOLVED that the City Council hereby requests the citizens of the City of Bedford to become informed about the proposed amendments to the State Constitution to permit issuance of pledge bonds for financing of transportation improvements, and hereby urges all registered voters to give full consideration to the issue surrounding the pledge bond referendum and to accordingly vote their convictions on November 6, 1990.

BE IT FURTHER RESOLVED that copies of this Resolution be forwarded to Governor Wilder and to the Co-Chairs of the Committee to Support Pledge Bonds.

Councilman Brookshier moved that the resolution be adopted as read. The motion was seconded by Councilman Otey, and after discussion, was voted upon and carried unanimously by the following roll call vote:

City Manager Gross stated that Council received a memorandum from Electric Utility Director Rob Schnabl concerning the Virginia Underground Utility Prevention Act contained in the Virginia Code, Section 256.16:1. This code section requires all operators of electric utilities, including counties, cities and towns, which have underground utility lines to join a notification center. Such a center gives all contractors operating in the area one number to call to notify all affected utilities of proposed excavations. He stated that the only service available in this area is the Virginia Underground Utility Protection Service. The only cost to the City will be 74 cents per notification, which will be billed monthly.

Councilman Vest moved that Council adopt the (membership) agreement. The motion was seconded by Councilman Rice, voted upon and carried unanimously.
