An adjourned meeting of the Council of the City of Bedford, Virginia, from the April 23, 1991, regular meeting, was held in the Council Hall of the Municipal Building at 7:30 p.m., April 30, 1991.
Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.
Members absent: None.
Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Mayor Shelton opened the meeting and stated the purpose of the meeting was for a budget work session.
Members of Council made various comments regarding several matters.
The City Manager brought Council up-to-date on the changes in the proposed budget, which were a result of Bedford County's adopted budget.
Mr. Thompson, Assistant to the City Manager, reviewed the changes in the proposed budget. He stated that the largest adjustment was in the school contract that amounted to a decrease of $89,946. The other changes were a decrease for Social Services of $18,620 and for general government services totaling $6,813. He stated that the result of these decreases have increased the contingency by $115,379 to a new total of $1,124,277.
Council proceeded to hold a work session on the proposed budget.
The City Manager is to work with the Recreation Director to prepare an in-house site plan for the development of Reynolds Park.
Councilwoman Grahame moved that the following be added to the agenda: Executive Session - Personnel, pursuant to Section 3.1-344(a)(6) of the Code of Virginia of 1950, as amended. The motion was seconded by Vice Mayor Owen, voted upon and carried unanimously.
Further discussion of the proposed budget ensued.
Mayor Shelton stated for the record that he was opposed to tapping into the raise for City employees.
Councilwoman Grahame stated for the record that she has good confidence in the City Manager and all of the staff and thinks they have done very well for the City.
Discussion ensued regarding Council holding a work session on the budget during the fiscal year. The Mayor and Vice Mayor will work with the City Manager to develop a session to work on the budget sometime in the first half of the fiscal year.
Mayor Shelton instructed the City Manager to place the adoption of the budget on the agenda of the May 14th Council meeting.
Councilwoman Grahame moved that Council adjourn into executive session to discuss personnel, pursuant to Section 2.1-344(a)(6) of the Code of Virginia of 1950, as amended. The motion was seconded by Vice Mayor Owen, voted upon and carried unanimously by the following roll call vote:

Council adjourned into executive session at 9:00 p.m. Non-council members attending were: City Manager Gross, City Attorney Berry, and Clerk of the Council Hatcher.
Council reconvened into open session at 9:20 p.m.
The Clerk of Council read aloud the following resolution:
BE IT RESOLVED that the Council of the City of Bedford hereby certifies that, to the best of each member's knowledge, (1) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (2) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
Councilman Brookshier moved that the resolution be adopted as read. The motion was seconded by Councilwoman Grahame, voted upon and carried unanimously by the following roll call vote:
