City of Bedford, Virginia - At the Peaks of Perfection!

A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., August 13, 1991.

Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier (arrived at 7:33 p.m.); Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Vice Mayor John M. Owen, III; Councilman Ronnie C. Rice; and Councilman James A. Vest.

Members absent: None.

Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.

Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.

Mayor Shelton declared that the minutes of a regular Council meeting held on July 23, 1991, were approved as mailed.

City Manager Gross stated that he has been asked to appear in Richmond for the presentation of the Library Services and Construction Act Grant on August 23.

The only item on the Consent Agenda consisted of the following:

Appointment of Ms. Evelyn Robertson to serve a three-year term on the Recreation Advisory Committee, said term to expire June 30, 1994.

On motion by Councilwoman Grahame, seconded by Councilman Rice, voted upon and carried, Council adopted the consent agenda.

The City Manager stated that the Virginia Department of Emergency Services requires the City to maintain an updated Emergency Operations Plan covering a wide range of natural and man-made disasters which could occur in the community. Mr. Gross said that the Plan was first adopted by City Council in 1988 and has been revised and updated to remain in compliance with state and federal guidelines.

The Clerk read aloud the following proposed resolution:

 

RESOLUTION

WHEREAS, there exists many dangers of many types, including man-made disasters, natural disasters, and possible hostile actions of an unknown enemy; and

WHEREAS, the safety and protection of the citizens and property is of foremost concern to the City Council of the City of Bedford; and

WHEREAS, the City Council desires and Commonwealth of Virginia statues require the adoption of appropriate planned protective measures;

THEREFORE BE IT RESOLVED that the City Council hereby adopts the City of Bedford Basic Emergency Operations Plan.

 

Councilman Brookshier arrived at 7:33 p.m.

Councilman Rice moved that the resolution be adopted as read. The motion was seconded by Councilman Otey. After discussion, the motion was voted upon and carried unanimously by the following roll call vote:

Mayor Shelton adjourned the meeting at 7:35 p.m.
