9-24-91 Minutes
A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., September 24, 1991.
Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Councilman Ronnie C. Rice; and Councilman James A. Vest.
Members absent: Vice Mayor John M. Owen, III.
Staff present: Assistant to the City Manager Barry Thompson; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Staff absent: City Manager Jack A. Gross.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on September 10, 1991, and the minutes of an adjourned meeting held on September 17, 1991, were approved as mailed.
On motion by Councilwoman Grahame, seconded by Councilman Otey, voted upon and carried, the following item was added to the agenda:
Authorization to Transfer Title of City Owned 1960 Pumper to Bedford County
A brief discussion ensued regarding the City having an ordinance concerning the number of cats that could be owned by individuals. The Mayor stated that a draft is being prepared by the Police Chief and the Animal Control Officer. The draft is to be sent to members Council.
The Consent Agenda consisted of the following items:
Appointment of Mrs. Trudy Thaxton to serve a three-year term on the Central Virginia Area Agency on Aging Board of Directors, said term to expire September 30, 1994.
Appointment of the following individuals as members of the Advisory Committee for Responsible Waste Management:

Amy Laughon Anne Wood

On motion by Councilman Brookshier, seconded by Councilman Vest, voted upon and carried, the consent agenda was approved.
City Treasurer Joanne Mitchell Caldwell presented the annual report of uncollected real estate and personal property taxes for fiscal year 1988-89 through 1990-91, as follows:

Mr. Thompson, Assistant to the City Manger, stated that a letter has been received from the Virginia State Library and Archives requesting that City Council acknowledge receipt of notice of the Library Services and Construction Act Grant award and authorize the expenditure by the Bedford Public Library of $178,172 in grant funds.
Councilwoman Grahame moved that Council authorize the expenditure by the Bedford Public Library of $178,172 in LSCA grant funds and authorize the City Manager to sign the required form for authorization of expenditure of grant funds. The motion was seconded by Councilman Brookshier, voted upon and carried.
Mr. Jim Ottinger, Bedford County Fire Commissioner, stated that the Bedford Volunteer Fire Department has a 1960 pumper truck which is presently not certified as a pumper and is only used in a tanker capacity. Bedford County owns a 1972 tanker truck. The Saunders Volunteer Fire Department in Bedford County is in need of a pumper truck. The Bedford Volunteer Fire Department would like City Council to consider the request to transfer title of the City-owned 1960 pumper to the County in return for the County of Bedford transferring title to the 1972 tanker truck to the City. Mr. Ottinger stated that the Bedford County Fire Commission recommends this change. It was reported that the Board of Supervisors approved this requested on September 23rd.
Councilman Rice moved that Council authorize the City Manager's office to transfer the title of the City-owned 1960 pumper, Title No. 1112700, to the County of Bedford in return for the transfer by the County to the City of its 1972 tanker truck. The motion was seconded by Councilman Otey, voted upon and carried.
Mayor Shelton adjourned the meeting at 7:42 p.m.
