7-1-92 Minutes
An adjourned meeting of the Council of the City of Bedford, Virginia, from a called meeting held on June 29, 1992, was held in the Council Hall of the Municipal Building at 8:00 a.m., July 1, 1992.
Members present: Mayor G. Michael Shelton; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Councilman Ronnie C. Rice; Councilman W. D. Tharp; and Vice Mayor James A. Vest.
Members absent: Councilman Larry D. Brookshier.
Staff present: City Manager Jack A. Gross and Clerk of the Council Teresa W. Hatcher.
Staff absent: City Attorney W. W. Berry, IV.
The Clerk of the Council opened the meeting.
Mrs. Lois Waddell, Secretary of the City Electoral Board, presented the newly elected members of Council with their Certificates of Election.
The Clerk of Council administered the Oath of Office to the newly elected members of Council: Mrs. Grahame, Mr. Rice, Mr. Tharp, and Mr. Shelton.
The Clerk of Council opened the floor for nominations for the office of Mayor.
Councilwoman Grahame nominated G. Michael Shelton for the office of Mayor. The nomination was seconded by Councilman Otey.
The Clerk called for further nominations. There were none.
On motion by Councilman Vest, seconded by Councilwoman Grahame, voted upon and carried, the nominations were closed.
Upon the call for the vote, G. Michael Shelton was elected Mayor.
The Clerk administered the Oath of Office to G. Michael Shelton as Mayor.
Mayor Shelton opened the floor for nominations for the office of Vice Mayor.
Councilman Otey nominated James A. Vest for the office of Vice Mayor. The nomination was seconded by Councilwoman Grahame.
As there were no other nominations, Councilwoman Grahame moved that the nominations be closed. The motion was seconded by Councilman Otey, voted upon and carried.
Upon the call for the vote, James A. Vest was elected Vice Mayor.
The Clerk administered the Oath of Office to James A. Vest as Vice Mayor.
Councilwoman Grahame moved that Council adjourn into executive session for consultation with staff regarding the litigation with Bedford County, pursuant to Section 2.1-344(a)(7) of the Code of Virginia of 1950, as amended. The motion was seconded by Councilman Otey, voted upon and carried by the following roll call vote:

Council adjourned into executive session at 8:11 a.m. Non-council members attending were: City Manager Gross and Clerk of the Council Hatcher.
Council reconvened into open session at 8:31 a.m.
The Clerk of the Council read aloud the following proposed resolution:
BE IT RESOLVED that the Council of the City of Bedford hereby certifies that, to the best of each member's knowledge, (1) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (2) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
Vice Mayor Vest moved that the resolution be adopted as read. The motion was seconded by Councilwoman Grahame, voted upon and carried by the following roll call vote:

Mayor Shelton aye
Mayor Shelton submitted a list of recommended City Council Appointments.
On motion by Vice Mayor Vest, seconded by Councilman Tharp, voted upon and carried, Council accepted the recommended appointments to boards, committees, and commissions as presented.
