1-12-93 Minutes
A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., January 12, 1993.
Members present: Mayor G. Michael Shelton; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Councilman Ronnie C. Rice; Councilman W. D. Tharp; and Vice Mayor James A. Vest.
Members absent: Councilman Larry D. Brookshier.
Staff present: City Manager Jack A. Gross; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on December 8, 1992, were approved as mailed.
The following items were reported during "Council Comments":
Councilman Rice stated that the Lynchburg Chamber of Commerce has a chartered bus going to Richmond on January 19 for area officials to meet with the legislators. Mr. Rice stated that he would be going.
Councilman Tharp reported that the Bedford Public Library Foundation has raised $321,302 for the Bedford Public Library Project. Mr. Tharp stated that this figure is over the amount that Council asked the Foundation to raise in order for the project to begin. Councilman Tharp stated that the Foundation has met its obligation and looks to the City to meet its obligation and begin the project forthwith.
Mayor Shelton indicated that on January 6 he spoke before a budget hearing of the House Appropriations Committee and the Senate Finance Committee. The Mayor briefly reviewed the comments he made to the Committees on behalf of the City.
Mayor Shelton reminded Council that the 1993 Legislative Day sponsored by the Virginia Municipal League is scheduled for February 11 at the Richmond Omni Hotel.
On motion by Vice Mayor Vest, seconded by Councilman Tharp, voted upon and carried, the following item was added to the agenda:
Presentation - Route 122 North/South Connector Road Project
Mayor Shelton presented Dave Ballard, former Engineering Project Manager, with a Certificate of Retirement and a gift in commemoration of his 19 years of employment with the City. The Mayor also presented Mr. Ballard with a Service Pin signifying his 19 years of service to the community.
Mr. Jeff Kessler, Resident Engineer of the Bedford office, Virginia Department of Transportation, reported that the second phase of the Route 122 North/South Connector Road Project, South Main Street to Orange Street, is under contract; and the contractor, W. C. English Co., Inc., plans to begin work in February. Mr. Kessler stated that bids will be received in February for the third phase of the project, Dawn Drive to Longwood Avenue. Mr. Kessler stated that the entire project is expected to be completed in December 1993.
Mr. Kessler stated that a Pre-allocation Hearing for the urban, primary and interstate road construction systems within the Salem District will be held in Salem on March 16.
Mr. Kessler introduced his new Assistant Resident Engineer Everett Cole.
Mayor Shelton presented the 1992 Employee of the Year Award to Mr. Richard C. Dellinger, Electric Line Worker.
Mayor Shelton presented service awards to the following City employees:
