A regular meeting of the Council of the City of Bedford, Virginia, was held in the Council Hall of the Municipal Building at 7:30 p.m., January 26, 1993.
Members present: Mayor G. Michael Shelton; Councilman Larry D. Brookshier; Councilwoman Joanne A. Grahame; Councilman Payton M. Otey; Councilman Ronnie C. Rice; Councilman W. D. Tharp; and Vice Mayor James A. Vest.
Members absent: None.
Staff present: Assistant to the City Manager Barry W. Thompson; City Attorney W. W. Berry, IV; and Clerk of the Council Teresa W. Hatcher.
Staff absent: City Manager Jack A. Gross.
Mayor Shelton opened the meeting and led all present in saying the Pledge of Allegiance to the Flag.
Mayor Shelton declared that the minutes of a regular Council meeting held on January 12, 1993, were approved as mailed.
Mr. Thompson, Assistant to the City Manager, reported that he and City Manager Gross met with Ms. Pat Cooper of Scott & Stringfellow last week regarding the upcoming library bond issue. Ms. Cooper will be preparing several different financing scenarios that will be presented to the Finance Committee.
The following items were reported during Council comments:
Councilman Rice reported on a legislative dinner he attended in Richmond on January 19.
Mayor Shelton stated that the Huddleston Senior Citizens group are going to the General Assembly on February 9. The cost for the trip is $23.00.
Mayor Shelton stated that February 11 is the Virginia Municipal League Legislative Day and that a number of Council members are planning to attend.
Councilman Brookshier asked about a local industry that is ceasing to operate and the site clean-up. Mr. Jimmy English, Director of Community & Economic Development, stated that he had discussed the site clean-up with the City Attorney.
The Clerk of Council read aloud the following notice of public hearing:
PUBLIC HEARING NOTICE
The City of Bedford, Virginia, will hold a public hearing on Tuesday, January 26, 1993, at 7:30 p.m. during the regularly scheduled City Council meeting at the Municipal Building, 215 East Main Street, 2nd Floor Council Chambers, Bedford, Virginia 24523. The purpose of this hearing is to review the City's past performance in using Community and Economic Development Block Grant (CDBG) funds and solicit public input on local community development and housing needs for the purpose of preparing an application for future CDBG funding from the Virginia Department of Housing and Community Development.
Information on the amount of funding available, eligible project activities, plans to minimize displacement and provide displacement assistance as necessary and general program guidelines will be discussed at the public hearing. Citizens also are given the opportunity to comment on the City of Bedford's CDBG funds over the past five (5) years. Material relating to the previous CDBG activities are available to the public for review.
State and Federal requirements mandate that a minimum of two (2) public hearings be held on local community development and housing needs and proposed CDBG applications. Arrangements will be made to accommodate handicapped citizens wishing to participate in the public hearing.

Mr. English explained that the purpose of the public hearing is to solicit public input on local community development and housing needs for the purpose of preparing an application for future CDBG funding.
Mrs. Jennie Martin, Assistant Grants Coordinator, reported on the City's CDBG-funded projects over the past five years. Mrs. Martin also reviewed a "Home" Grant, which is funded by Virginia Housing Partnership; and a $40,000 Rural Economic Development Comprehensive Site Selection Study in cooperation with Bedford County.
Discussion ensued.
Mayor Shelton opened the public hearing at 7:55 p.m. As there were no comments, the Mayor closed the public hearing at 7:56 p.m.
The Consent Agenda consisted of the following items:
Appointment of Pearl Broesamle and Jane Amnot to fill unexpired terms on the Keep Bedford Beautiful Commission, said terms to expire June 30, 1994.
Appointment of Larry Wood to fill an unexpired term on the Recreation Advisory Committee, said term to expire June 30, 1994.
Councilwoman Grahame moved that the Consent Agenda be adopted. The motion was seconded by Councilman Rice, voted upon and carried unanimously.
Mayor Shelton adjourned the meeting at 8:03 p.m.
